§ 71.13 CROSSWALKS AND SAFETY ZONES.
   (A)   The Administrator is hereby authorized to do the following:
      (1)   To designate and maintain, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where, in his or her opinion, there is particular danger to pedestrians crossing the roadway, and at other places as he or she may deem necessary; and
      (2)   To establish safety zones of the kind and character and at places as he or she may deem necessary for the protection of pedestrians.
   (B)   The effect of the crosswalks upon vehicles and pedestrians shall be as provided in G.S. §§ 20-173 and 20-174 and other provisions of law.
   (C)   As provided in G.S. § 20-160(a), no driver of a vehicle may drive through or over a safety zone.
