§ 71.01  SPEED LIMITS.
   (A)   General. As provided in G.S. § 20-141(b)(l), no person may drive a vehicle upon a street or in a public vehicular area in excess of 35 mph unless a different speed is established by this section.
   (B)   Specific streets.
      (1)   Whenever a speed limit has been established and appropriate traffic-control devices have been installed in accordance with division (B)(2) below, no person may operate a vehicle on any street in excess of the posted speed.
      (2)   The speed limits set forth as a traffic schedule in Ch. 75 of this code of ordinances shall be applicable to the streets named therein, and the Administrator shall install appropriate traffic-control devices clearly indicating the established speed limit. Traffic-control devices installed at each entrance to a neighborhood that clearly indicate the established speed limit throughout said neighborhood shall be applicable to all streets within said neighborhood without further notification.
      (3)   The speed limits set forth as a traffic schedule in Ch. 75 of this code of ordinances shall be applicable to the streets named therein (which are in the vicinity of a public or private elementary or secondary school) and the Administrator shall install appropriate traffic-control devices clearly indicating the established speed limit.
         (a)   The reduced speed limits set forth by the town from time to time shall not be in effect for more than 500 feet on either side of the school property line.
         (b)   The reduced speed limits set forth by the town from time to time shall be effective only for the period running from 30 minutes before the time school begins until 30 minutes after school ends its daily schedule.
