§ 30.22 QUORUM.
   Quorum shall be a majority of the members elected to the Board of Commissioners present and voting. Affirmative vote of a majority of the members of the Board of Commissioners that are present and voting shall be necessary to take action on matters of business, except as otherwise required by statute.
