Buildings, other than modular buildings occupied for less than one year and other buildings of new construction occupied for less than one year, which are otherwise permitted to be moved, shall not be moved unless written consent and approval is signed by all property owners abutting directly across the street from, and three-fourths of all property owners within 150 feet of the lot to which such building is to be moved.
