The city shall each year apply for a license to operate the city landfill. Application shall be made to the Department of Environmental Control on forms provided by the Department. No fee shall be charged for such licensing. Each license so issued shall expire on October 1, following the date of issuance. It shall be the duty of the Street Commissioner to comply with the rules and regulations prescribed by the Department of Environmental Control for the use and operation of the city landfill.
