(A) No person or other legal entity shall engage in the business of general contractor, limited contractor, plumbing/HVAC contractor, electrical contractor or handyperson without first having registered with the town, except as herein provided for a property owner to do his or her work on his or her own property. This subchapter shall not apply to those persons or other legal entities which perform odd jobs with labor costs of less than $2,500 per job.
(B) It shall be unlawful for any person to erect, construct, install, enlarge, alter, repair, move, improve, remove, convert, demolish or do plumbing, mechanical or electrical work in or on any building or structure regulated by the town unless registered for the contracting category under the provisions of this subchapter.
(C) Building permits for construction projects are required to be obtained and paid for prior to work being started. The registered contractor shall obtain the permit unless the homeowner is performing his or her own work. The registrant, with his or her signature, shall acknowledge that he or she will comply with all current codes, including building, electrical, plumbing, mechanical, fire and other construction codes, and this subchapter; secure building permits; and call for inspections as required by this subchapter. Failure to call for inspections may result in revocation of the town contractor’s registration. A permit checklist, if issued, must be displayed in a visible area during construction.
