(A) Any person owning or keeping a dog over the age of three months shall have such a dog vaccinated against rabies and other disease by a licensed veterinarian.
(B) (1) Any person who has been bitten by any dog or the parent or guardian of such person shall promptly report the incident to the town, which in turn immediately shall notify the dog control officer or other authorized personnel to investigate the incident. The owner or keeper, upon demand made by the control officer or other authorized personnel, shall forthwith surrender the dog which has bitten the person, or which is suspected as having been exposed to rabies or other disease, for quarantine under the supervision of and on the secure premises of a licensed veterinarian or at facilities contracted by the town for keeping of such dogs and at the expense of the owner of the dog.
(2) Failure to surrender upon demand shall be unlawful and punishable according to the penalty provision of this chapter.
(C) Upon payment of all expenses for supervised quarantine, and upon being judged free of disease by a licensed veterinarian, the dog may be reclaimed by the owner or keeper.
(D) If the owner or keeper of a dog is unknown and said dog shall have been impounded by employees or agents of the town, the town shall bear all expenses of a supervised quarantine. In the event the owner or keeper of a dog previously thought to be unknown claims the dog quarantined, the owner or keeper shall be responsible for all costs and expenses.
(E) When a dog under quarantine has been diagnosed by a licensed veterinarian as being diseased, the owner or keeper of the diseased dog shall take every reasonable precaution to prevent the spread of the disease. In no event shall a dog which has been diagnosed and determined to be diseased be released from quarantine until such time as a licensed veterinarian indicates that the dog is free of all disease.
