§ 52.01 NECESSITY OF SEWAGE SYSTEM.
   It is hereby determined that in order to protect the health of the inhabitants of and near the town, and to comply with the laws of the state, and the requirements of the public health of the town, and to prevent the pollution of public waters, it is necessary to build, repair, enlarge and improve the sewage system in the town.
