This subchapter is hereby declared to be a measure necessary to provide coordination with federal and state emergency management agencies and for the immediate preservation of the public peace, health and safety; it shall take effect upon being passed by the Board of County Commissioners, and for each participating incorporated community upon the adoption by its governing council and signature by its Mayor.
