(A) Pursuant to Wyo. Stat. § 19-13-108, this subchapter provides for the establishment of an Emergency Management Department and its governing Council to:
(1) Eliminate hazards that constitute a significant threat to public safety or to reduce the effects of unavoidable hazards through a program of hazard mitigation;
(2) Prepare and exercise operations plans for the preservation of life, protection of property and restoration of the economy in the event of an emergency;
(3) Effect coordination among other public departments, industry and citizens with emergency responsibilities;
(4) Act as specified by the applicable plan during emergencies declared by the Emergency Management Council or by any participating municipal government;
(5) Provide for a Coordinator and the enrollment of assistants, and to define their powers and duties;
(6) Make the necessary rules and orders to accomplish emergency preparedness, response and recovery within each participating jurisdiction; and
(7) Authorize acceptance of services, equipment and funds and the like from the United States government, the state and other public or private sources.
(B) EMERGENCY MANAGEMENT means the planning for and the execution of all emergency functions for the prevention of, response to and recovery from disaster events, which include, but are not limited to, public disorder, sabotage, flood, fire, earthquake, blizzard, tornado and any other natural, human-caused or nuclear emergencies.
