(A) The ordinance incorporated herein this subchapter may be called “The Sage Creek Historic Preservation Ordinance.”
(B) (1) The state and the town have a wealth of cultural resources that represent the many aesthetic and practical triumphs of the past. The Town Council recognizes the historic value of these resources and specifically recognizes those parochial representatives of our heritage. The town has “name carvings” nearby, traced to Bridger Trail activity. The town has several public buildings as well as private homes that, in some cases, represent distinctly unique, L.D.S. pioneer design features. In view of the destruction of many invaluable historic and archeological sites in recent years, without adequate and thoughtful consideration to the possible preservation and use of these properties, we, the citizens of the town, declare this policy: It is in the best interests of this community and state to promote, expand and preserve those relics of historical significance and do everything within our power to preserve, restore, document and promote our heritage.
(2) The purpose of this subchapter is to:
(a) Effect and accomplish the protection, enhancement and perpetuation of such improvements and of districts which represent or reflect elements of the town’s cultural, social, economic, political, engineering and architectural history;
(b) Safeguard the town’s historic, archaeological and cultural heritage, as embodied and reflected in such historical structures, sites and districts;
(c) Stabilize and improve property values;
(d) Foster civic pride in the beauty and noble accomplishments of the past;
(e) Protect and enhance the town’s attractions to residents, tourists and visitors, and serve as a support and stimulus to business and industry to strengthen the economy of the town; and
(f) Promote the use of historic structures, sites and districts for the education, pleasure and welfare of the people of the town.
(C) The town enacts this subchapter as stated above to help preserve the state’s heritage. The town also endorses the State Certified Local Government program and agrees to participate in this historic preservation program. The town has the ability to participate in the CLG Program by provisions specified in Wyo. Stat. § 16-1-101.
