It shall be unlawful for any person to prune, trim, plant, remove or replace any tree or shrub on town property or within the public right-of-way without first obtaining a permit for such activity from the town. Application for such permit shall be made in writing and shall specifically describe the work to be done and the location thereof. Any permit issued pursuant to an application previously submitted shall expire not more than 60 days from the date of its issuance. No charge shall be made for any permit or for the processing of any application requesting a permit pursuant to the terms of this chapter. Said permit may direct the specific manner in which said trimming and cutting is to be done. It shall be the responsibility of the Board to establish reasonable standards for these permits. In the event a permit is denied, the basis of denial shall be given to the applicant, who shall have the right to appeal the denial to the Town Council within five business days of the denial. Upon receipt of a notice of appeal, the Town Council shall hear and decide the appeal.
