Any decision of the Building Inspector, the Fire Marshal or the Health Officer, as set forth in his or her written statement, may be appealed to the Town Council by any aggrieved owner or his or her authorized agent. Any such appeal shall be made within ten days from the date of service of notice and shall be in writing, setting forth with specificity all reasons for disagreement with the decision, and contain a phone number and address of the owner or authorized agent. All appeals shall stay all proceedings in furtherance of the decision until the Town Council, acting in its legislative capacity, has held a public hearing thereon and given reasons for its decision, unless a stay would cause imminent peril to life or property.
