§ 152.114 “R-1” RESIDENTIAL DISTRICT.
   (A)   Purpose. The “R-1” Residential District is intended to promote peaceful, attractive residential neighborhoods with a variety of housing types that are protected from commercial and industrial uses. Limited commercial usage of properties fronting on Highway 310 will be considered. Commercial uses are intended to be highly compatible with, and not interfere with, residential uses.
   (B)   Permitted uses. Permitted uses are as follows:
      (1)   Single-family residences;
      (2)   Duplexes and townhouses;
      (3)   Multi-family residences not exceeding four housing units per individual building;
      (4)   Home businesses;
      (5)   Residential-scale businesses; and
      (6)   Minor public uses and facilities.
   (C)   Minimum lot size. The minimum lot sizes are as follows:
      (1)   7,000 square feet for one- and two-family dwellings;
      (2)   4,000 square feet per housing unit for multi-family dwellings;
      (3)   4,000 square feet per housing unit for townhouses; and
      (4)   7,000 square feet for all other listed uses.
   (D)   Average lot size minimum. In addition to meeting the minimum lot size requirements of division (C) above, the average lot size of major subdivisions in the “R-1” Residential District shall equal or exceed the following specifications:

   (E)   Minimum lot frontage.
      (1)   For all uses except townhouses, the minimum lot frontage shall be 70 feet.
      (2)   For townhouse dwellings, the minimum lot frontage shall be 20 feet for interior units and 35 feet for end units.
   (F)   Minimum building setbacks. Buildings shall be set back from property lines and adjoining major structures as follows:

   (G)   Maximum building height.
      (1)   The maximum allowable building height as measured from the average ground level about the building shall be 35 feet.
      (2)   The height limitations of this division (G) shall not apply to church spires, belfries, cupolas, chimneys, ventilators, skylights, water tanks, parapet walls, cornices without windows, antennas or necessary mechanical appurtenances usually carried above the roof level; nor to buildings located more than one foot distant from the building setback lines for each two feet of building height.
