These standards shall apply to all industrial developments constructed within the town limits after the adoption of this chapter.
(A) No industrial development shall be allowed without a thorough analysis of its impacts on the town’s water supply and distribution system, sewage collection and treatment system, solid waste collection and disposal program, fire protection facilities, law enforcement program and streets.
(B) Industrial developments having emissions of odor, fly ash or other particulate matters or of toxic products of combustion or other industrial processes may be excluded from the town on the basis of protecting local air quality, even though state air quality standards are met.
(C) Developments generating heavy truck traffic on streets maintained by the town may be required to bear the cost of resurfacing, signing and traffic signals whenever it is necessary. They shall not be located where heavy traffic would flow through a residential, play area or by a school.
(D) Industrial developments may be required to take safety measures, such as fencing of loose material stockpiles, trenches and the like; shielding of glaring surfaces, arc lights or welding areas and the like; and noise reducing or muffling measures. An industrial development may be rejected on the basis of unreasonable noise, glare or light or safety hazards.
(E) The Council shall require reasonable buffer areas around industrial developments where adjacent lands are developed or platted for residential use, such areas to be landscaped and, where necessary, fenced by the applicant. Reasonable setbacks from public streets and/or alleys shall also be required. Industrial development buffer zones should amount to approximately 40% of the space covered by structures, roadways and materials handling areas. Not more than 60% of a buffer zone should be devoted to parking.
(F) Industrial developments shall provide off-street parking adequate for employees and customers, such parking having adequate drainage and lighting, and safe access to public streets.
(G) Advertising signs utilized by industrial developments shall not include moving, flashing or blinking parts. Off-site signs or billboards are prohibited except for directional signs. No directional sign shall exceed eight feet in height at its highest point or 32 square feet in coverage, nor shall it display any promotional material.
