These standards shall apply to all commercial developments constructed within the town limits after the adoption of this chapter, except that this section does not apply to downtown businesses, home businesses and residential-scale businesses.
(A) Landscaping. Landscaping is required for all new buildings and additions. Landscaping shall meet the requirements of § 152.094 as well as the following additional standards.
(1) The lot shall be completely landscaped, except for those areas occupied by utilities, access driveways, paved walks, walls and structures.
(2) All flanking street-side side yards shall be completely landscaped, except for those areas occupied by utilities, access driveways, paved walks, walls and structures.
(B) Parking. Commercial developments shall provide off-street parking adequate for employees and customers; such parking having adequate drainage and lighting, and safe access to public streets. Parking areas shall be located not closer than five feet to any property line.
(C) Buffers. The Council shall require reasonable buffer areas around commercial developments where adjacent lands are developed or platted for residential use, such areas to be landscaped and, where necessary, fenced by the applicant.
(D) Signs. Advertising signs utilized by commercial developments shall not include moving, flashing or blinking parts, or electronic reader boards. Off-site signs or billboards are prohibited, except for directional signs. No directional sign shall exceed eight feet in height at its highest point or 32 square feet in coverage, nor shall it display any promotional material.
(E) Lighting. All outdoor lighting shall be planned and installed to be compatible with the area. Area lighting shall utilize full cut-off shields and shall not be placed more than 18 feet above ground level. Excessive site lighting is prohibited and lighting of adjoining properties shall be minimized.
