§ 30.19 READING OF ORDINANCES.
   Every ordinance shall be publicly read on three different days. Public reading may be by title only. At least ten days shall elapse between the introduction and final passage of every ordinance. For an emergency ordinance, the requirements of this section may be suspended by the affirmative vote of three-fourths of the qualified members of the governing body. No franchise may be granted by emergency ordinance. Each member of the Council shall vote thereon, unless excused. If a majority of the Council shall vote in favor of passage of the ordinance, it shall be declared passed.
