The city is regaining sole responsibility of its MS4 permit and program from Sanitation District No. 1. For purposes of implementing its own MS4 program and establishing the Storm Water and Flood Management fee, Covington adopts the findings reached by SD1 regarding the average amount of impervious surface areas for residential properties in the city. Covington adopts SD1's Covington ERU of 2,600 square feet and a monthly base rate for the Storm Water and Flood Management Fee is established for all single family residential property per the 2,600 ERU.
