§ 157.103 WATER SYSTEM.
   It shall be the responsibility of the subdivider to contact the County Water District indicating his or her proposed layout of the water distribution system according to the subdivision procedures identified in §§ 157.020 through 157.037 of this chapter. In the area identified in the county’s Comprehensive Plan as urban service area, the subdivider shall design and construct a complete water distribution system which shall serve adequately all lots within the proposed subdivision plus, coordinated with the County Water District, lines adequate in size to facilitate the orderly development of nearby land which is an integral part of the neighborhood service area. (See § 157.102 of this chapter.)
   (A)   Plans required. The subdivider shall submit plans and specifications prepared by a registered professional engineer showing the proposed water system. The plans shall show line sizes, type of pipe, location of hydrants and valves, and other appurtenances, if applicable, supply facilities, booster pumps and elevated or ground-level storage tanks, including all construction details.
   (B)   Design standards. The design criteria for the water distribution system shall be as required by the County Water District. The applicable agencies should make provision to ensure necessary fire flow requirements.
   (C)   On-site disposal system/water system. In those areas where on-site disposal systems are permitted in the urban service area, as provided for in § 157.102(D) of this chapter, a connection to the applicable water agency’s supply shall not be required.
