(A) This subchapter shall not be construed to relieve from or lessen the responsibility or liability of any person owning, operating, controlling, maintaining or installing any electrical wiring, devices, appliances or equipment for damage to persons or property caused by any defect or failure therein.
(B) The city shall not be held as assuming any such liability or responsibility by reason of the inspections authorized herein, or issuance of a certificate of approval.
