(A) The Finance Department may refuse any applicant for a license under this chapter:
(1) For any fraud, misrepresentation or false statement contained in the application for a license or renewal of a license; and
(2) Any violation of this chapter.
(B) If the Finance Department refuses to issue the license, the applicant may appeal to the Board of Commissioners. The Finance Director shall notify the City Solicitor who shall appear in opposition to the issuance of the license.
