(A) (1) The conduct of general retail sales or commercial activities in residential areas is, except as otherwise expressly authorized under this subchapter, prohibited.
(2) Garage sales are permitted only insofar as they are conducted consistent with the limitations set forth herein.
(B) (1) Garage sales, other than those sponsored by a neighborhood association or non-profit entity, must be conducted at the permit holder’s primary residence.
(2) Commercial property or vacant lots shall not qualify as a primary residence.
