§ 121.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CONSUMER. A person who engages in a consumer transaction with a rental agency.
   CONSUMER TRANSACTION. Any oral or written agreement, sale, lease, assignment, award by chance or other transfers of an item of goods, a
service, a franchise or an intangible, to an individual for purposes that are primarily personal, family or household, or solicitation to supply any of these things.
   LANDLORD. The owner of a rental property or other person authorized or empowered to rent such rental property to others.
   RENTAL AGENCY. Any individual, partnership, firm, corporation, company, society, association or other group or organization whether or not organized for profit who for compensation collects and offers for sale information concerning rental property.
   RENTAL PROPERTY. Includes, for the purposes of this subchapter, any residential dwelling unit which is offered for rent.
