(A) An applicant or licensee shall permit representatives of the Police Department, Health Department, Fire Department, Zoning Department or other city departments or agencies to inspect the premises of a sexually-oriented business for the purpose of ensuring compliance with the law, at reasonable times when it is occupied or open for business. However, such inspection shall comply with the civil enforcement regulations and procedures of each department and every decision to inspect shall be in response to a reasonable and valid need to inspect.
(B) It shall be unlawful for a person who operates a sexually-oriented business or his or her agent or employee to place any curtain or other obstruction that prevents or limits the view of the public area by representatives of the Police Department.
