§ 115.05 RESTRICTIONS ON ISSUANCE.
   No license shall be issued to any person:
   (A)   Under 18 years of age;
   (B)   Who is not a citizen of the United States;
   (C)   Whose character, reputation and record of sobriety are not satisfactory to the Finance Department and the Police Department;
   (D)   Against whom a judgment or conviction for fraud, deceit or misrepresentation has been entered within ten years immediately preceding the date of application;
   (E)   Who has a record of drug addiction or a record of violent acts against persons or property; or
   (F)   Who is unable to prove that he or she will be employed as a business or industrial guard, or any agent or employee of an industrial guard, merchant guard, merchant police or detective agency upon issuance of a license.
