(A) As the fee for their franchises with the city, all persons who have a franchise with the city for the use of the public ways and grounds of the city for the transmission and distribution of gas and electricity shall pay to the city within 30 days of the receipt thereof 3% of the gross receipts collected by such person from customers from the sale of gas and electricity within the corporate limits of the city.
(B) The fee shall be applicable to bills rendered to customers on and after 8-1-1989.
