No person, firm, corporation, association, partnership, cooperative or other entity subject to the provisions of this subchapter shall rent or offer for rent a dwelling unit unless the building is covered by both a current, unrevoked business regulatory license as required hereby, and a current, unrevoked rental dwelling license, as required by Ch. 155 of this code of ordinances.
