For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OUTDOOR PAY TELEPHONE. Any self- service coin-operated, credit card-operated or similar telephone that is available outdoors for use by the general public. OUTDOOR PAY TELEPHONE shall include, but not be limited to, outdoor pay telephone booths and stands, outdoor pay telephone drive-up and walk-up units, and outdoor pay telephones that are affixed to the exterior walls of a building or structure.
PERSON. Any individual, firm, corporation, limited liability company, association or partnership.
PUBLIC RIGHT-OF-WAY. Any way that has been deeded to the public or dedicated to the public use, including public sidewalks and streets and the airspace above them, but does not include public property or property owned by a person other than the city.
