(A) Operation of motorized vehicles on public property and park lands. No person shall drive or ride any automobile, motorcycle, motor scooter, all-terrain vehicle, snowmobile or other motor vehicle on city- owned public property or park lands, except on public streets or within designated parking areas of such property, without the express written permission of the City Manager. However, this section shall not apply to any golf carts used over any of the Devou Park golf course, nor to any vehicles performing authorized maintenance or construction.
(B) Driving at night. No person shall drive or take any vehicle within any park property at night, unless headlights and tail lamps are lighted.
(C) Speed limit. No person shall drive any vehicle over park property, except on the roadways provided for that purpose. Every person shall drive only at a reasonable speed in view of all the circumstances and in a careful manner. A speed limit of 15 mph is hereby designated for all vehicles using the roadways in Devou Park. No person, firm, corporation or other entity of any kind shall operate a motor vehicle of any kind on any of the roadways, grounds or physical property of Devou Park at a rate of speed in excess of 15 mph.
(D) Use of trucks.
(1) No person shall drive or take a bus, house car, van, mobile home or truck of any kind or description within or upon the streets and roadways of Devou Park, or any park property, without first obtaining a written permit through the City Manager’s office.
(2) This section shall not apply to pickup trucks with open bed, maximum one-half ton without campers or other similar enclosures; nor to vans, maximum one-half ton with passenger seats and window, other than front seat windows. This section shall not apply to any of the vehicles described herein while performing normal deliveries to the Devou Park Golf Course and Clubhouse and Devou Memorial Building, Drees Pavilion at the Devou Memorial Overlook and the Devou Park Behringer-Crawford Museum. This section shall not apply to waste collection vehicles, street cleaning vehicles and other public service vehicles, while the vehicles are providing public services for the city and its residents.
(E) Obstructing travel. No person, by any means whatever, shall impede or obstruct the progress of travel over or within the park property.
(F) Parking vehicles.
(1) No person shall park any vehicle on any of the roads or driveways within park limits so as to cause obstruction to other vehicles or pedestrian travel. When directed by an employee of the Recreation-Parks Department or any police officer, the driver of the parked vehicle shall immediately remove the parked vehicle from such position.
(2) No person shall park or permit to remain parked any automobile or other vehicle owned or operated by him or her within or on any park property after dusk. However, this division (F) shall not apply to any persons patronizing the Devou Park Memorial Building, Drees Pavilion at the Devou Memorial Overlook, the Devou Park clubhouse, the Behringer-Crawford Museum, evening events at the park bandshell, and other evening events authorized by the City Manager, while those persons make use of the parking spaces provided for the users of those facilities and events.
(3) No person shall park any motor driven vehicle on any unpaved surface within the limits of Devou Park.
