No person shall engage in or in any way be a party to, any race of any kind, whether between animals, bicycles, motorcycles, automobiles or vehicles of any kind or otherwise on or within park property. Exceptions may be made for individuals or events that have obtained written permission from the City Parks and Recreation Division and the City Manager.
