§ 93.56 SPECIAL EVENT SPONSORSHIP.
   (A)   The city may sponsor a proposed special event upon a request by an applicant for a special event permit. Sponsorship may take the form of a financial contribution in support of the special event, provision of services in-kind at no cost to the event producer, or both.
   (B)   The sponsorship request must be in writing, in a form provided by the applicable city department, and must describe with particularity the type(s) of sponsorship desired, and how the special event proposed will promote and advance the economic development, health, welfare or safety of the public or a segment of the public within the city, and the city’s goals established for the relevant portion of the city’s Event Sponsorship Program.
   (C)   Sponsorship of a proposed special event is limited only to those events where the producer is an entity who promotes economic development in the city or an entity that seeks to promote and advance the health, welfare or safety of the public or a segment of the public.
   (D)   The City Manager is authorized to develop annual program requirements and goals by which applications for event sponsorship can be evaluated. The City Manager is further authorized to develop appropriate documents and written program procedures for the Event Sponsorship Program, which shall be made available to the public upon request. The program requirements, goals and program procedures shall be approved by order of the Board of Commissioners.
   (E)   Applications for the Event Sponsorship Program shall accompany a special event permit application, and must be submitted by the deadline set forth in the program procedures. The City Manager may consider late applications upon a showing of good cause.
   (F)   Decisions on whether to participate in the proposed special event as a sponsor and what will be provided as a sponsor are entrusted to the City Manager based upon available budgeted funds and the program criteria established pursuant to division (D) above, which shall be made available to the public.
   (G)   The City Manager shall reach a decision, after conferring with appropriate city departments within the same time frames established under the general special event procedures contained in this subchapter. The City Manager may deny an application for sponsorship under the Event Sponsorship Program if the proposed event does not meet the stated department goals and objectives, if there are insufficient funds to grant the request, or for any other lawful reason as set forth in this subchapter or under applicable state law. An applicant whose application for the Event Sponsorship Program is denied may appeal the denial of the Event Sponsorship Program application in the same manner as specified in § 93.36.
