(A) All persons raising animals within the city, whether for commercial purposes or otherwise, shall be required to keep them at all times in a clean and sanitary condition and free from obnoxious odors.
(B) The premises upon which animals are kept shall always be sanitary and subject to inspection and regulation by the animal control officer.
