(A) There is established a solid waste transfer station surcharge to all persons using the services of the city solid waste transfer station.
(B) The amount of the surcharge shall be an additional $5 per load, $10 per ton and $6 per cubic yard.
(C) This surcharge shall not be applicable to the following persons: city residents, city-licensed businesses and contractors disposing of solid waste generated in the city by a citizen or licensed business.
(D) This surcharge shall be collected by the city’s authorized operator of the transfer station and shall be in addition to the existing charge of $5 per load (minimum) or $15 per ton previously established.
