The purpose of the city’s procurement policy is to:
(A) Manage the procurement process in accordance with the law;
(B) Ensure public funds are expensed in an efficient, transparent and ethical manner;
(C) Establish a comprehensive plan for the city’s purchase of goods and services; and
(D) Encourage maximum engagement and competition of vendors, and guard against bias or favoritism.
