(A) It is the policy of the city that the smoking of tobacco products or use of smokeless tobacco in all city office buildings and workplaces occupied by city departments shall be prohibited.
(B) CITY OFFICE BUILDING OR WORKPLACE shall mean any enclosed structure owned, leased or used by a department of city government in which one or more employees of city government regularly work.
