Effective 8-1-1990, any member of the Employees’ Retirement Fund of the city who retires after 7-31-1988, and who is eligible for a retirement annuity, is eligible for participation in the same city medical insurance program available to employees, under the following terms and conditions.
(A) The member must submit a written request for inclusion in the medical insurance plan.
(B) (1) The city will pay 80% of a single policy premium with the total annual payment not to exceed $1,200 per year, and the member must agree to pay the balance of the single premium and all costs connected with family coverage premiums.
(2) Notwithstanding the provisions of division (B)(1) above, as an inducement to encourage retirement of the remaining employees covered by the fund, the city will provide a single health insurance policy for any current employee who is a member and who retires by 7-31-2011.
(C) The retiree medical coverage shall continue until and not extend beyond the retiree’s sixty-fifth birthday or the date of retiree’s eligibility for federal Medicare coverage, unless the Medicare coverage is the result of an occupational disability, or the date that the retiree becomes eligible for another employer sponsored plan, whichever date first occurs. Another employer sponsored plan does not include coverage by the retiree’s spouse’s plan.
(D) If the retiree withdraws from the medical insurance plan in order to enroll with another employer-sponsored plan, and that coverage is subsequently terminated, the retiree may re-enroll in the city sponsored plan if all other conditions of eligibility are still in effect.
(E) If the city’s medical insurance plan is terminated, then the retiree’s medical coverage shall also be terminated. This plan may be terminated at the discretion of the Board of Commissioners based on budgetary reasons or for any other purpose that is in the best interest of the city. This medical insurance coverage does not include dental insurance or life insurance.
(F) This medical insurance is not available to members of the CERS Retirement Fund or the Police and Firefighters Retirement Fund.
(G) The medical benefits and insurance coverage shall be the same benefits as that offered to active non-uniform city employees, and these benefits may be changed from time to time at the discretion of the Board of Commissioners.
