Board members shall serve three-year terms, except that the term of five initial members appointed to the Board shall be only one year and the term for five members of the initial Board shall be for two years. Members may serve successive terms. In the event that a Board member vacates his or her term, a successor shall be appointed for the unexpired portion of that term. The Mayor and City Commissioners, by majority vote, may remove any appointed member from the Board prior to the expiration of their term, with or without cause.
