The city desires to implement a policy to protect all individuals within the city from discrimination in certain contexts because of disability, age, sex, race, color, religion, ancestry, national origin, sexual orientation, gender identity, familial status, marital and/or parental status and place of birth. Certain practices must be prohibited within the areas of employment, housing, public accommodations, resort or amusement as necessary to protect an individual’s personal dignity and ensure freedom from humiliation; to make available to the city all full productive capacities; to secure the city against strife and unrest which would menace its democratic institutions; and to preserve the public safety, health and general welfare.
