9-4-5: PUBLIC UTILITIES:
   A.   All subdivision plats shall provide for underground installation of public and other utilities (including electric, telephone and cable television).
   B.   Conduits and cables shall be placed within easements and dedicated public ways in a manner which will not conflict with other underground services. (Ord. 90-29-0, 7-11-1990)
   C.   All sewer and water mains shall be installed on stable soil. The determination as to whether soil is stable shall be made by the city engineer who may require that soil borings be made to identify if any fill materials are present. If so, the developer's or builder's engineer and soils consultant shall outline in detail the methods they propose to use to otherwise remove these materials so that the public utilities to be installed are placed on stable foundation materials. All methods proposed in such reports, evaluations, and recommendations shall be subject to the prior approval of the city engineer, before they are implemented. (Ord. 00-08-0, 2-23-2000)
