9-4-3: STREET IMPROVEMENTS:
   A.   Street improvements shall be in accordance with section 9-3-2, as shown in table of "Minimum Standards For Street Design", of this title.
   B.   All pavement shall be designed in accordance with chapter 54, pavement design, of the "Illinois Department And Transportation Bureau Of Design And Environment Manual", now in effect, and from time to time amended, which is hereby adopted by reference as if the same were incorporated herein in its entirety. A copy of said manual shall be maintained on file in the office of the city clerk and conveniently available for public inspection during normal business hours.
   C.   During the design phase of any project, the developer and/or builder shall submit a complete set of soil borings and an Illinois bearing ratio value with a written report to the city engineer.
   D.   In all streets, the developer and/or builder shall install a geotechnical fabric under any type of pavement structure, under a four inch (4") aggregate subbase.
   E.   In all streets, an area reflective crack control membrane shall be installed immediately below the final layer of asphalt.
   F.   For each street, the minimum pavement thickness, including the above subbase, shall provide a structural number of 3.8, as defined in chapter 54 of "Illinois Department And Transportation Bureau Of Design And Environment Manual", with not less than a 3.2 without the construction of a one and one-half inch (11/2") surface course.
