5-1-1: ILLINOIS MOTOR VEHICLE CODE ADOPTED; EXCEPTIONS AND PENALTIES:
   A.   For the purpose of regulating and controlling traffic on City streets, there is hereby adopted, by reference, the provisions of the Illinois Vehicle Code, 625 Illinois Compiled Statutes, and all amendments from time to time made therein, excepting any penalties therein and excepting any portions thereof specifically superseded by this Title. Not less than three (3) copies of such Vehicle Code have been on file for a period of fifteen (15) days prior to the adoption of this Section, are now on file in the office of the City Clerk and are available for public use, inspection and examination.
   B.   When issuing a citation under any section of the Illinois Vehicle Code which has been adopted by reference hereby, the police officer shall use the Vehicle Code section number assigned to the section under which the citation is written but shall prefix such number with number five (5) followed by a hyphen: "5-". All citations so issued shall be issued in the name of the City and referred to in the uniform traffic ticket or complaint as a City ordinance violation.
   C.   Any person violating the provisions of this Title, except as otherwise specifically provided in this Title, shall be fined not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00) for each offense. (1970 Code §4-1.01, as amended; 1986 Code)
