4-4-8: LEGAL ADMINISTRATIVE PROCEDURES:
   A.   Violation And Penalty:
      1.   Any person violating or aiding in or abetting the violation of any provision of this chapter; counterfeiting or forging any certificate, license or tag; making any misrepresentation in regard to any matter prescribed by this chapter; resisting, obstructing or impeding the animal control officer or any authorized officer in enforcing this chapter; refusing to produce for inoculation any dog or cat in his possession not confined at all times to an enclosed area; or who removes a tag from a dog or cat for purposes of destroying or concealing its identity, is guilty of a petty offense for a first or second offense and shall be fined not less than fifty dollars ($50.00) nor more than seven hundred fifty dollars ($750.00).       2.   If any violation be continuing, each day's violation shall be deemed a separate violation.
   B.   License Revocation: If any person is found guilty of being cruel to animals, all licenses to own such animals shall be immediately revoked and no new license shall be issued for a minimum of one year.
   C.   Owner Liability: If an animal without provocation attacks or injures any person who is peaceably conducting himself in any place where he may lawfully be, the owner of the animal is liable in damages to such person for the full amount of the injury sustained.
   D.   Court Decree: When the existence of a dangerous or vicious animal is established, the owner of such animal shall be in violation of this chapter, and in addition, the court may enter a decree retaining the owner from maintaining such a dangerous or vicious animal and the court may decree such animal be humanely dispatched.
