4-4-6: STRAY ANIMALS; IMPOUNDMENT:
   A.   When the animal control officer or other authorized agent of the city observes or is informed that animals are roaming freely and not under supervision of their owners, he or she shall apprehend and impound such animals.
   B.   The city shall provide as a service for its residents the impounding and caring for stray and straying animals as provided in subsection C of this section.
   C.   When any tagged animals, or nontagged animals whose owners are known, shall be impounded, notice shall be given to the owners by telephone or by mail to their last known address. Tagged animals, or nontagged animals with known owners, shall be held not less than seven (7) days, or not less than three (3) days in the case of felines, after which they shall be disposed of by being placed for adoption, humanely euthanized or otherwise disposed of in accordance with the Illinois state statutes 1 . Any nontagged animals whose owners are unknown shall be held not less than seventy two (72) hours and then shall be disposed of in the same manner as tagged animals or nontagged animals whose owners are known, except that such felines shall be so disposed of immediately.
   D.   An owner reclaiming an impounded animal shall pay a fee of fifteen dollars ($15.00) plus three dollars ($3.00) a day for each day the animal is impounded. (Ord. 96-20-0, 5-8-1996)
