Under the direction of City Council and Clerk-Administrator, the Fire Chief is the primary planner, organizer and coordinator of all Department activities. Duties and responsibilities including but not limited to:
(A) Ensures all members are adequately trained and educated on policies and procedures;
(B) Supervises members, enforces policies and procedures and disciplines members as needed;
(C) Responsible for recruitment and retention of Department members;
(D) Coordinates interviewing and testing of new Department applicants;
(E) Responsible for Department operations, equipment and vehicles;
(F) Primary enforcer of fire suppression and prevention related ordinances and laws, including fire prevention laws regarding public assemblies, the handling and storage of combustible materials and the use of inflammable liquids and explosives;
(G) Accountable for the Department's response time and service quality when responding to fires and other emergencies;
(H) Primary fire investigator for the Department;
(I) Works closely with the Clerk-Administrator to develop and manage the Department's yearly budget;
(J) Assists Clerk-Administrator with capital improvement planning, rate setting and billing;
(K) Ability to clearly state the mission of the Department to members and the public;
(L) Oversees removal and abatement of all fire hazards within the Department's primary service area;
(M) Prepares and distributes reports as required by the State Fire Marshal or the City of Cottonwood, including but not limited to, annual reports detailing activities of the Department;
(N) Maintain a complete record of all fire and rescue calls which includes:
(1) Time;
(2) Location;
(3) Cause of fire or rescue call;
(4) Type of building;
(5) Name of owner and tenant including purpose for which occupied;
(6) Estimated losses or damages;
(7) Names of members responding to the call; and
(8) Any other information as may be deemed advisable or as may be required by the city, county or state;
(O) Recommends to City Council revisions, modifications and/or additions to policies as necessary;
(P) Recommends to City Council purchases of equipment;
(Q) Maintains a supply inventory and orders supplies subject to Clerk-Administrator and/or City Council approval;
(R) Responsible for the maintenance and repair of all Department equipment;
(S) Coordinates fire prevention education efforts to civic and other groups, including activities and programs of the Department;
(T) Stays current on Department fire suppression methods and Department administration by attending conferences and educational opportunities;
(U) Represents the Department at public functions;
(V) Maintains communication with primary service area customers (e.g. township boards);
(W) Reports to City Council, at least during the March and September regular City Council meetings, the condition of equipment and needs of the Department;
(X) Performs all the duties of a Department member;
(Y) Performs all the duties as assigned or apparent.
