(A) Due to the existing possibility of a natural or man-made situation requiring a declaration of a state of emergency, it is found urgent and necessary to insure the continuity of duly elected governmental officials by providing a method for temporary emergency appointments to their offices.
(B) Succession to local offices. The Council Vice-President shall serve as the Mayor Pro-Tem in the Mayor's absence, and as Mayor in case of the Mayor's death or disability. In the event the Council Vice-President is absent, the following sequence will be used to fill the position of Mayor as noted above:
(1) Most senior Council member;
(2) Second most senior Council member; and
(3) Third most senior Council member.
(C) Council emergency meetings. In the event a state of emergency has been declared, all remaining members of the Council shall be notified forthwith by any one of the persons and by any means available to gather at the City Clerk's office. In the event that safety or convenience dictates, an alternative place of assembly may be designated. By majority vote of these Council members, regardless of number, they shall fill all positions of the Council with interim members of those persons upon whom notification could not be served or are filling the position of Mayor Pro-Tem or who are unable to be present.
(D) Term of interim Council members. Such interim successors shall serve only as Council members until such time as the duly elected official is again available and returns to his or her position, or the state of emergency has passed and a successor is designated and qualifies as required by law.
(E) Duties of Interim Emergency Council. The Interim Emergency Council shall exercise the powers and duties of their offices, and may appoint other key government officials to serve during the emergency.
