§ 171.054 POWERS AND DUTIES OF DIRECTOR.
   The Director shall have direct responsibility for the organization, administration and operation of the Emergency Services Department, subject to direction and assistance from the Emergency Services Advisory Committee, and direction and control of the City Council.
      (A)   Intergovernmental arrangements. The Emergency Services Director will: (a) represent the city on any regional or state organization for emergency services; (b) develop proposed mutual aid agreements with other political subdivisions for reciprocal emergency services aid and assistance in an emergency too great to be dealt with unassisted; and (c) present the agreements to the City Council for its approval.
      (B)   Plans and reports. The Emergency Services Director shall prepare plans for emergency services of the city and any reports of emergency service activities as the Director deems appropriate or as are requested by the City Council, and shall present such plans to the City Council for its approval.
      (C)   Use of city personnel. In an emergency, the Emergency Services Director will utilize the personnel, services, equipment, supplies and facilities of existing departments of the city to the maximum extent practicable.
      (D)   General operations. The Emergency Services Director shall direct the general operation of emergency service efforts in consultation with the Mayor of all local emergency services during an emergency, in conformity with controlling regulations and instructions of state civil defense authorities.
