The Revolving Fund Committee shall consist of five members. The membership shall consist of one member of the City Council/Mayor appointed by the City Council, a representative of the local banking community, two members from the community at large, and the City Clerk-Administrator (the Clerk-Administrator to serve only while serving his or her respective city employee capacities). Appointees shall be appointed for terms of four years. Both original and successive appointees shall hold their office until their successors are appointed and qualified. Vacancies during the term shall be filled by the City Council for the unexpired portion of the term. Every appointed member shall, before entering upon the discharge of his or her duties, take an oath that he or she will faithfully discharge the duties of his or her office. All members shall serve without compensation.
