The street superintendent or the chief of police, as the case may require, may in their discretion, reasonably exercised, issue operation permits authorizing the operation upon any paved street within the city of traction engines or tractors having moving tracks with transverse correlation upon the periphery of the movable tracks of farm tractors or other farm machinery, the operation of which upon the paved streets of the city would otherwise be prohibited under this chapter.
