It is unlawful for any person to discharge a firearm of any kind or description within the city limits of the city; provided, however, that this shall not apply to: a) discharge of a firearm pursuant to a permit granted by the city under section 9.16.030 of this chapter, b) law enforcement officers in the discharge of their official duties, c) discharge of a firearm in lawful defense of person or property, or d) any conduct or activity for which regulation by the city is preempted by state or federal law.
