A. It is unlawful for any person to harbor a dog within the city limits of the city not licensed as provided by this chapter.
B. No license shall be required for dogs which are harbored within the city limits by the owner thereof if the owner: 1) is not a resident of the city; and 2) the dog is harbored less than thirty (30) consecutive days within the city; and 3) the dog is validly licensed by another governmental licensing authority.
